To provide a full range of legal, policy and probity advice to the Police Authority including legal advice relating to the powers and duties of the Police Authority and its constitution, attendance at meetings, and the presentation of requisite reports and necessary follow-up action. To liaise with the Chief Constable and members of the Police Authority as appropriate, having regard to the tripartite structure of the police service on all issues of a legal or administrative nature affecting the Police Authority.

To report on likely contraventions of law under the Local Government and Housing Act 1989. To provide and maintain high standards of conduct through the Local Government Act 2000. To discharge the responsibilities in a manner that will enhance the reputation of the Authority.

The Police Authority Treasurer, Keith Thompson, is the officer with overall responsibility for the administration of the Police Authority’s financial affairs in accordance with Section 112 of the Local Government Finance Act 1988. Since the Police Authority has ultimate responsibility for all funds spent by the Police Force, there is no distinction in law between the financial responsibilities of the Police Authority and the financial responsibilities of the Force.

Policy and Engagement Manager

The Authority’s Policy and Engagement Manager is responsible for driving forward the Joint Community Engagement Strategy of the Authority and Force and ensure the successful implementation of the Authority’s Race and Diversity Equality Scheme. Also plays a leading role in other areas of Police Authority activities such as undertaking research and policy development to enable the Authority to meet its strategic objectives.

This is an important role that will help the Authority to raise its profile, making clear the distinctive qualities it has to offer and communicate these attributes to the people who it wants to reach. The Policy and Communications Officer is responsible for driving forward the Police Authority’s Communication Strategy.

In addition, undertakes policy research as required, maintains a calendar of all meetings attended by Police Authority members and maintains the Police Authority file plan. Responsible for informing members and staff of new publications and information as well as to lead on the development and maintainance of the Police Authority website.

Responsible for administrative duties in respect of the Community Initiative Support Scheme, Partnership Working Committee and Complaints Sub-Committee. Assists with developing and maintaining the Police Authority website and plays a key role in communication and engagement activities.


Performance Management Officer

The Performance Management Officer is responsible for ensuring that information reporting to Durham Police Authority is of high quality and meets the needs of the working requirements of its committees, panels and working groups. Advises on the relevance of performance targets set for Durham Constabulary, monitors performance against targets set, provides accurate and relevant updates to members on Force and Authority performance and provides advice to all officers on research methods.

In addition, undertakes and manages research projects and ensures that performance data and research feed into the Authority’s planning and performance improvement processes.
